ا توجه به تبصره 41 قانون برنامه دوم توسعه اقتصادي،اجتماعي وفرهنگي جمهوري اسلامي ايران و به استناد مصوبه شماره 1/12/16680 مورخ 77/10/12 شوراي عالي اداري مقدمات ایجاد تشکل های همگن ـ تخصصی و نیز خانه های صنعت ومعدن استانی در سراسر كشور فراهم ، شد. از اين سال تا سال 1378به تدریج شكل گيري انجمن های صنايع همگن و خانه هاي صنعت معدن و تجارت استانها آغاز شد و پس از طي مراحل قانوني و تصويب اساسنامه عملا خانه هاي صنعت ، معدن و تجارت استانها راه اندازي شدند.ساختار خانه صنعت،معدن و تجارت ایران تا کنون اینگونه بوده است که در ابتدا انجمنهای همگن ـ تخصصی ـ صنفی که از صنایع و معادن استانها شکل گرفته اند با هم افزایی و تجمیع در تشکلی جدید، خانه صنعت،معدن و تجارت ایران استان مربوطه را ایجاد کرده اند. خانه صنعت،معدن و تجارت ایران استانها نیز تشکلی جدید و سراسری و فراگیر را تحت عنوان خانه صنعت،معدن و تجارت ایران تشکیل داده اند.در سال 1380 با دعوت معاونت صنايع كوچك از خانه هاي صنعت ، معدن و تجارت استانها، نشستی در وزارتخانه صنایع و معادن به عمل آمد. بعد از اتمام جلسه و در يك نشست غير رسمي برای اولين بار اكثر روساي خانه های صنعت،معدن و تجارت استانی در يك نشست حضور داشتند و در آنجا توافق كردند كه پنج نفر را از بين خود به عنوان هيئت موسس خانه صنعت ، معدن و تجارت ايران انتخاب و آنها با تهيه پيش نويس اوليه اساسنامه زمينه يك انتخابات سراسري را پايه گذاري نمايند زيرا پيش بيني اوليه دولت فقط تشكيل خانه هاي صنعت،َ معدن و تجارت در سطح استانها بود. اولين گروه هيئت موسس طي يكسال فعاليت و برگزاري جلسات متعدد چه در سطح استانها و چه در سطح وزارتخانه با جمع بندي نظرات كليه كارشناسان و صاحبنظران با توجه به محدوديت ها موفق گرديد پيش نويس اولين اساسنامه را آماده نمايند و جهت تصويب به مجمع ارائه نمايند.اجلاسی در تهران جهت رايزني اوليه چگونگی تشكيل و ارائه فعاليت و ساير راهبردها تشكيل گرديد. دومين اجلاس خانه هاي صنعت،معدن و تجارت در بهمن 1380 در شهر اصفهان تحت عنوان همایش اعلام موجودیت خانه صنعت،معدن و تجارت ایران برگزار گرديد كه يكي از بزرگترين دستاوردهاي آن تصويب اساسنامهء پيشنهادي توسط هيئت موسس بود .
